            <title>Proposed Consolidation of SIG's (no replies)</title>

            <description><![CDATA[ I am considering recommending to consolidate the SIG's. There are only a handful of active SIG's and SIG Chairs at the present time. Under the proposed consolidation, we might bring the SIG's down to 3: Adult, Youth and Administrative. The present SIG Chairs would remain as Chairs or Moderators of the SIG's. Under the re-organization, any Chair would be encouraged to post or respond to any issue or question that came up on any SIG Discussion Group. <br />
* Adult might encompass Parenting, Transition &amp; Re-Entry, Adult Research, <br />
  Post Secondary Education, Student Affiliations and Female Offenders.<br />
* Youth might encompass Juvenile Education, Literacy, Arts, Special Education...<br />
* Administrative might encompass state and school administrators, reaserch and <br />
  legislation.<br />
Please provide feedback whether you are a SIG Chair or CEA Member. I will need to provide recommendations to the CEA Executive Board by June 15 and the President's Council at the upcoming July conference. <br />

            <description><![CDATA[ Things have been slow at the ELL forum, but in light of today's economy and educational overhaul, that is understandable.  As educators get inundated with extra (new) requirements and adoptions, new standards, new forms to file, and added responsibilities, their time to do anything other than what is already demanded of them is limited. For many, educating their students and learners is key and comes first. The additional responsibilities hoisted upon them leaves little time for much else (like reach out to other educators or even sit and read a forum). <br />
 <br />
So it is understandable that this forum is slow. Fortunately, though, I have had many CEA members contact me one-on-one for advice on how to help a particular student, or with questions on what to offer their students to read to help build their skill level and fluency. I'm happy to report that the resulting feedback to my original suggestions is always positive.<br />
 <br />
I am glad that the ELL forum readers feel comfortable enough to reach out and contact me directly when they need answers, and I fully understand their hesitation to post their questions or concerns on an open forum where their supervisors might misinterpret their questions. To me, those that reach out are proving their dedication to helping their students find success.  And ultimately, bottom line, it should always be about the learner. So I applaud those who take the initiative to reach out, and humbly thank them for reaching out to me. <br />
 <br />
I'll continue to serve those in the corrections field who are helping the low-literate, struggling and ELL learner in any way I possibly can. Keep those questions coming, folks, in any avenue that makes you comfortable. That's what I'm here for!<br />
 <br />
Sorry I'll miss you at this year's conference, all. I can't make it this year. But I'll be with you in spirit. <br />

            <description><![CDATA[ Celebration of Literacy Award Honors Students, Tutors, and Programs<br />
Many things go well together: horse and carriage, chocolate and peanut butter, and pen and paper.   Wisconsin Literacy, Inc. and Wisconsin Institutions Literacy Council (WILC) are two organizations that work well together. Wisconsin Literacy, Inc. is a statewide agency that was initially formed in 1985 as a coalition of adult, family and workplace literacy providers for the purpose of supporting one another through resource development, information and referrals, trainings and advocacy. WILC is an organization which promotes literacy and life skills through a learner-centered environment. This is accomplished through tutoring services offered by individual institutions for inmates enrolled in school, and also for inmates in the general population who wish to improve their math, reading, writing and keyboarding skills in order to prepare for re-entry into society, family life and the workplace.<br />
<br />
One of the activities in which Wisconsin Literacy and WILC partner is the annual Celebration of Literacy. On Thursday, May 7, 2009, Wisconsin Literacy hosted its 7th Annual Celebration of Literacy at the Edgewater Hotel in Madison. Seven awards were presented. WILC submitted nine nominations. Of those nine – three won awards. <br />

The winners from WILC (Wisconsin Institutions Literacy Council) were: <br />

Outstanding English Language Learner of the Year:<br />
Mr. Sanchez began his educational journey at Stanley Correctional Institution in May 2004 in the Vocational Custodial Services program. He completed all the Chippewa Valley Technical College requirements and received his diploma in May of 2005. In spite of his ESL challenge, he earned a 3.71 GPA in his college courses. <br />
<br />
He then began work on his HSED. The journey through all of the courses involved in the HSED was long and hard as he struggled with his ESL barrier. Mr. Sanchez completed work on his HSED on September 17, 2008. He averaged a score of 522 on the five GED core tests. He completed Civics and Employability Skills with distinction and earned a 71 on the State of Wisconsin’s Health Test. <br />
<br />
In addition to all the work completing his Vocational and HSED diplomas, Mr. Sanchez went above and beyond what average students do. He completed these additional elective courses while working on his educational courses: Introduction to Computers, Advanced Computer Application, MS Office Suite, and Tutor Training through ProLiteracy America.<br />
<br />
Mr. Sanchez‘s goal is to become a Bilingual Literacy Tutor and help those who are experiencing the same difficult challenges that he did. Mr. Sanchez is definitely an outstanding English Language Learner.<br />
<br />
Courage Award for Achievement in a Correctional Setting: <br />
Colin Fields’ birth was anything but easy. After nine hours of painstaking labor, his mother gave birth to an 11lb./11oz. baby boy. The traumatic delivery left his face bruised and beaten, as well as a broken clavicle (collar bone). He was immediately rushed off by nurses, leaving his mother to wonder if he was even alive. Due to the lack of oxygen, it was thought that he would suffer permanent brain damage, or even blindness. Worse than the bruises and broken bones was the nerve damage caused by the improper delivery. The nerves in his neck and shoulder were severed causing Erb’s Palsy in his left arm. His parents were told if he recovered he would never use his arm again. Against all odds he survived, with the only lasting effect being that he has minimal use of his arm. <br />
<br />
Growing up, he never allowed this to hinder him. The divorce of his parents when he was 12 had a profound effect on him. The divorce placed him between homes, moving from Wisconsin to New Mexico. While in New Mexico he lived in a neighborhood called the “war zone;” here he was introduced to drugs and gangs. Upon moving back to Wisconsin, he came with the same mentality he had in the “war zone.” Mr. Fields immersed himself in a criminal lifestyle. At age 17, he learned that his girlfriend was pregnant and he realized he needed to make a change. He focused on school and received his first job, but soon after his old habits caught up with him and he was incarcerated.  <br />
<br />
While incarcerated, he continued his schooling and received his HSED. On July 20, 2007 he became a ProLiteracy Tutor and went on to help other inmates receive their HSED. He completed the Diversity Circles Program and also received a job in the library. Mr. Fields enrolled in the Micro Computer Application Specialist Course and recently graduated from it, earning a total of 12 credits through Gateway Technical College. He also accumulated 18 credits through Milwaukee Area Technical College. <br />
<br />
On February 13th he was selected as one of the student speakers for graduation. In his speech he shared, “The choices I decided to make and the lifestyle I chose to live set in motion the circumstances that led me to this institution. The consequences of my actions and my poor judgment affected more than just me. I failed to foresee how my behavior would affect those around me. Every step I take now is a step toward rectifying the broken relationships and making amends for the hurt I caused.”  Seeing the smile on his mother’s face made every struggle worth fighting and every obstacle worth overcoming.   <br />
											<br />
Malcolm X said, “Education is the passport to the future, tomorrow belongs to those who prepare for it today.” Mr. Fields has prepared himself and his family for a better future by the courage he demonstrated while in a correctional setting.  <br />
<br />
The First Lady Jessica Doyle Award for Family Literacy:<br />
“Today a reader, tomorrow a leader.” This quote by W. Fusselman is a good summary of the Fathers Sharing Books program at Stanley Correctional Institution (SCI).<br />
<br />
The Fathers Sharing Books program began at SCI in 2004 with the purpose of keeping fathers connected with their children. Other important goals of the program include improving the literacy of the fathers involved and potentially breaking the cycle of crime. This reading program allows incarcerated fathers to stay in touch with their children. <br />
<br />
Once enrolled, men attend class to learn why reading to children is important, how to select age appropriate materials, and where to find books and materials. Classroom sessions encourage the fathers to discover what their own educational values are and to express those values in personal journals. <br />
<br />
When they have completed the class, time is reserved for each of them to burn a CD as they are reading a book they have personally chosen. They may read more than one book because each father is allotted 30 minutes to read to their children. The CD is paid for by the father and mailed to his child/children. Men are allowed to make additional CDs (same cost) by simply contacting the instructor to reserve a time to read another book for their child/children. The program is offered 3 to 4 times per year at Stanley Correctional Institution. At least 50 men a year have the chance to read a book to their children and are able to promote family literacy.  <br />
<br />
This program has an incredibly positive effect not only on the inmates, but also on their families. The instructor has received letters of support and thanks from some of the families. They are grateful for the connection being made between the inmate and their children. The books that the inmates read are readily available for families to have in their homes. The effort made by these men to contribute to and be a part of their families’ lives is invaluable. Encouraging their children to read and follow along as Daddy reads is an integral part of developing family literacy, even from a distance. <br />
 <br />
Besides honoring the award-winning adult learners, tutors and literacy advocates in Wisconsin, the Celebration of Literacy helps raise necessary funds to support 58 literacy programs throughout the state.  <br />
<br />
This year’s keynote speaker was Michael Feldman, award-winning host of the nationally syndicated radio show Whad'Ya Know? The Celebration also featured a silent auction of a wide range of items, including signed books by some of Wisconsin’s best authors.  <br />

Strong technology skills are a must for students in today's classrooms, and English language learners are no exception. In fact, technology can open the door to success for ELLs, both in language development and in content area learning. Unfortunately, teachers are often at a loss as to how they can help their ELLs develop the technology skills they need. In 21st Century Learners: ELL Students and Technology, Kristina Robertson reviews several recent studies on ELLs and technology and offers detailed teaching strategies for using technology in the ELL classroom.<br />

As discussed in recent reports from both NPR and the Detroit Metro Times, the number of Iraqi refugees settling in the U.S. has steadily grown since 2007, when the State Department increased the number of Iraqis who could be admitted to this country each year. Like most refugees, the Iraqis who come to the U.S. are fleeing political, social, and even religious persecution. As portrayed so vividly in the interviews included in these two reports, they often arrive with very few resources, relying on hard work and the support of their new communities to make a life for themselves. Clearly, schools have a major role to play in providing community support for these families. The average native English speaker enters kindergarten knowing at least 5,000 words. The average ELL may know 5,000 words in his or her native language, but very few words in English. While native speakers continue to learn new words, ELLs face the double challenge of building a foundation in English proficiency and then closing the gap with native speakers. Vocabulary Development provides a discussion of effective strategies for teaching the academic vocabulary that will help ELLs begin to close that gap.<br />

A new National Center for Parents with Disabilities and their Families has been established in Berkeley, California under the auspices of Through the Looking Glass, a non-profit organization founded in 1982. Stephanie Ortoleva is the Disability Coordinator of the Department of State and the Executive Director of the United States Agency for International Development’s (USAID) Disability Advisory Committee. She has worked in various government positions related to disability rights, and has also served as a Justice Department prosecutor in cases related to labor, transportation, and education, among other issues. On this occasion, however, I spoke with her not about her government work, but instead to learn from her experience as a lawyer. Therefore, many organizations involved in the preparatory process keep looking for information related to: Literacy, Non Formal Education/Popular Education, Education for Citizenship, and Women Education in Prison.             <description><![CDATA[ On Wednesday, 7-30-08, from 3pm through 4:30pm, I’ll be presenting my books and materials for low-level readers at the 2008 JJEI and Southern Conference on Corrections. July 29-31 • Marriott Tampa Waterside.<br />

Apparently, my books are used quite successfully in the Florida State corrections system (for both juveniles and adults), and I was asked to present at this conference. My session’s title is “Easy to Read High-Interest Books and Materials for Low Level Readers.” (This title was chosen by the team of folks who called to ask me to present, and although the session title is quite self-explanatory, many people who are familiar with my books, materials and presentations say this title lacks the usual flair my self-chosen session titles usually offer.)  :-)<br />

I use Office/Outlook 2003, and figured out a way to get the feeds right to my Inbox into a folder I named RSS. If you use Office/Outlook 2007, my teenage son told me you can get the RSS feeds easily, since it's built into the Outlook 2007 software, but, if, like me, you are using Office 2003, it does NOT come with an RSS reader, so I had to find something that integrated Outlook with something called a &quot;feed aggregator&quot; or, in laymen's terms, an &quot;RSS feed reader.&quot; I found one that is easy to set up, easy to use (once installed, I do NOTHING, and everything that I want to receive just comes to me), and is always on as long as I have Outlook 2003 up and running.<br />

There are many free readers out there, but few that integrate with Office/Outlook 2003. I actually only found 1 or 2 that did exactly what I wanted, and the one I chose was highly recommended based on the research and feedback of many users and software test engineers. It's called RSS Popper and is a Free RSS add-in for Outlook and also Outlook Express! It's a small program to download, although you might want to get your IT person's blessing before you do this, if you are not using your own equipment. It took about two minutes to download and install, and then about 15 minutes for me to set up and &quot;customize&quot; which forums I wanted on my machine (although you can easily get all of them with one right-mouse-click of a button from each forum on the list) and that 15-minute time frame included my scheduling how often I wanted them to be automatically &quot;refreshed&quot; or updated. (God forbid I should have to stop and press a button! I want the program to do that for me automatically if it has that capability--and it DOES!)  :-)  ;-)   It added everything easily, but the titles that CEA chose were too long in my Inbox (they all looked alike due to the lengthy names such as--and I can't remember what they were, exactly, but they were something like: CEA- Special Interest Group Forum yada, yada, yada), so I shortened them to things like JAIL, JUV JUST, LIBRARIES, POST SEC ED, SPEC ED, etc. for easy viewing. I did this by first changing the titles in my Inbox under my new RSS folder by right clicking on them and then changing them. Then I went to the little new button &quot;RSS Popper &gt; EDIT FEEDS on the top of my toolbar on top of Outlook which was automatically installed when I installed the little RSS Popper program. Then, after hitting RSS Popper &gt; EDIT FEEDS, I hit MODIFY when the new box came up (which listed all of the feeds I'd added), then chose the RSS feed I wanted to modify, then changed the name of the &quot;Destination folder&quot; I wanted to modify by using the browse option, and then clicked on the new shortened title. (I didn't have to retype ANYTHING, just went down the list of changed names: JAIL, JUV JUST, LIBRARIES, POST SEC ED, SPEC ED, and clicked on the one I wanted.) Sounds difficult and complicated, but once you install the little RSS Popper program, it'll make complete sense to you. And please don't be overwhelmed. Once the thing is installed and set up, it's all automatic, so you don't have to DO anything or KNOW anything or CHANGE anything. So please don't be intimidated by the fact that I tried to explain how to do everything for set up and installation in one or two paragraphs.  :-)<br />

When a new message is posted, the folder title will &quot;darken&quot; (just like it does in Outlooks 2003) when there is a new email in Outlook.<br />

and I have no connection to the creators of the software or the company that puts it out, but it's exactly what I wanted, and made my life a TON easier, and just wanted to share it with you guys, so you'll feel more connected with the CEA forums.  (And ANY forum that has RSS capabilites.)<br />

I figured I'd share what I'd learned, hoping to help make all forum visitors more apt to read and post on the forums.<br />
 <br />
There's documentation on the Website I listed above regarding the tiny but powerful little RSS Popper program, but if someone has a quick question about this great little program, and if I know the answer to your question, I'll most certainly try to help you even though I'm not a computer technician or an IT person.<br />

            <description><![CDATA[ Please welcome Elise Leonard as our new English Language Learners SIG Chair. She is a teacher and author in this field and she did a presentation at our International CEA Conference in Denver. She and others are also trying to modernize the SIG Discussion Groups to make them more useable to computerate literate members coming into our profession. She has also asked several probing questions and made some excellent suggestions which I posted on my President's Council discussion group. Please extend to her a warm welcome.             <description><![CDATA[ The “Libraries” forum post from Feb. 2008 brought up something very near and dear to me--the fact that our literacy rate in this country is plummeting. This is not just a concern for those in the correctional education field, but should be a concern for all educators and, actually, all citizens.<br />
<br />
There are very few books out there—cool, interesting fiction books—for this target readership. Readers reading far below grade (or age) level have little or nothing available to them to read to help build their reading skills! There’s a little non-fiction, lots of expensive programs to attempt to teach reading, but until recently, there was nothing out there for cool, fun reading that was within reach of our emergent, struggling and ESL older adolescent and adult readers.<br />

But now, there is! <br />

If you’d like to explore books written for adults, about adults with adult characters that are not babyish, boring or condescending, but are written on a Flesch-Kincaid reading level of 0.9 to 1.4 (below a Lexile 200) for ease of use and to help build self-confidence and fluency, please visit my Website at www.eliseleonard.com.<br />

During the preparatory process for the I International Conference on Prison Education, which will be held by UNESCO at the first half of 2009, civil society organizations from different countries were called upon to raise and systematize information about the subject.<br />
<br />
The Brazilian organizations Ação Educativa, United Nations Latin American Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD, Brazilian Section), Paulo Freire Institute, Alfabetização Solidária and Acesso à Justiça Institute have been highlighted by UNESCO to coordinate the process of lifting information about the education of women imprisoned, popular education, literacy and education for citizenship  in the prison environment. <br />
<br />
To facilitating the process of sharing information we built the Term of Reference which is attached to this message. It should be used as a possible road map, without the requirement for a complete answer. <br />
<br />
<br />
We also ask for the distribution of this material to other organizations and government representatives which could contribute to the building of a global framework on education delivered in prisons, especially disseminating successful experiences.<br />

En el proceso preparatorio de la I Conferencia Internacional sobre la Educación en la Cárcel, que será realizada por la Unesco en el primer semestre del 2009, organizaciones de la sociedad civil de varios países fueron llamadas a buscar y sistematizar informaciones a cerca del tema. Las organizaciones brasileñas Acción Educativa, Instituto Latinoamericano de las Naciones Unidas para la Prevención del Delito y Tratamiento del Delincuente (Ilanud, Brasil), Instituto Paulo Freire, Alfabetização Solidária e Instituto de Acesso à Justiça han sido destacadas por la Unesco para coordinar el proceso de búsqueda de informaciones sobre dos temas: educación de mujeres en la cárcel, educación popular (educación de pares), alfabetización y educación para la ciudadanía en el ambiente de la prisión. <br />
<br />
Con el objetivo de facilitar el envío de informaciones, ha sido organizado el Termo de Referencia, que sigue en anexo a este mensaje y debe ser utilizado como un posible guía, pero que no necesita ser totalmente llenado para ser enviado.<br />
