Vocational Work Projects

I am the Dept. Chair for Correctional Ed. at Houston Community College. We are revising our policies and procedures on outside work projects. Can anyone share their experience as to what works best for them? I am looking for details on who can bring equipment in for repairs, who can get something made by students (inmates) in a vocational class such as Welding, Auto Body Repair, etc. Thank you,
