What’s Happening in Wiscinsin Juvenile Institutions ?

The Division of Juvenile Corrections operates Ethan Allen School and Lincoln Hills School for male youth and Southern Oaks Girls School for female youth. In addition, male youth with serious mental health needs are served at the Mendota Juvenile Treatment Center.

DJC’s institutional population has declined in recent years, reaching a total average daily population of 509.87 in 2009 and continued to fall during 2010.

At each institution, individualized care management services are coordinated through the Office of Juvenile Offender Review. DJC @#$%& youth when they enter DJC custody and throughout their supervision. Of youth entering juvenile institutions:
•Approximately 2/3 are identified as needing alcohol and other drug abuse treatment
•Over half are identified as needing anger management programming
•Approximately 8.0% are identified as needing sex offender treatment
•71.5% tested below grade level in reading and 90.6% tested below grade level in math
•1.4% were @#$%& as low risk, 14.1% were @#$%& as medium risk, and 84.5% were @#$%& as high risk

Based on their identified needs, youth were assigned to participate in programs designed to meet their needs and provide them with the tools necessary to successfully reintegrate into the community. In addition to the programs listed in the table, youth may participate in individual or group therapy addressing topics such as mental health needs, parenting, sexual and physical abuse, and relationships.

*Youth at SOGS are typically enrolled in each AODA component separately while youth at EAS and LHS are typically enrolled only once.

Education Programs
Each juvenile correctional institution provides education services designed to meet the individual youth’s need. Depending on their age and academic progress, youth may work to earn middle school or high school credits toward grade achievement or a diploma, or they may work towards the High School Equivalency Diploma (HSED).

Transitional Planning
Intensive transitional planning begins approximately 90 days before a youth is released from the institution and continues after release. Youth released to the community may be in their own home, in the home of a relative, or in an alternative care setting such as a foster home, group home, or residential care center. All youth have regular contact with a field agent. Youth in the Corrective Sanctions Program are also on electronic monitoring or GPS.
